  16.    SEC. 260001. COMMISSION MEMBERSHIP AND APPOINTMENT.

  20.    (a) Membership .-Section 211(B)(f) of Public Law 101-515 (104
  21.    2123) is amended to read as follows:

  25.    "(f) Number and Appointment .-
  26.    
  27.    
  28.    
  29.    "(1) In general .-The Commission shall be composed of 29 members as
  30.    follows:
  31.    
  32.    
  33.    
  34.    "(A) Nine individuals appointed from national law enforcement
  35.    organizations representing law enforcement officers, of whom-
  36.    
  37.    
  38.    
  39.    "(i) two shall be appointed by the Speaker of the House of
  40.    Representatives;
  41.    
  42.    
  43.    
  44.    "(ii) two shall be appointed by the majority leader of the Senate;
  45.    
  46.    
  47.    
  48.    "(iii) two shall be appointed by the minority leader of the House of
  49.    Representatives; "(iv) two shall be appointed by the minority leader
  50.    of the Senate; and
  51.    
  52.    
  53.    
  54.    "(v) one shall be appointed by the President.

  58.    "(B) Nine individuals appointed from national law enforcement
  59.    organizations representing law enforcement management, of whom-
  60.    
  61.    
  62.    
  63.    "(i) two shall be appointed by the Speaker of the House of
  64.    Representatives;

  67.    
  68.    "(ii) two shall be appointed by the majority leader of the Senate;

  71.    
  72.    "(iii) two shall be appointed by the minority leader of the House of
  73.    Representatives;

  77.    "(iv) two shall be appointed by the minority leader of the Senate; and

  82.    "(v) one shall be appointed by the President.

  86.    "(C) Two individuals appointed with academic expertise regarding law
  87.    enforcement issues, of whom-
  88.

  91.    "(i) one shall be appointed by the Speaker of the House of
  92.    Representatives and the majority leader of the Senate; and

  94.    
  95.    
  96.    "(ii) one shall be appointed by the minority leader of the Senate and
  97.    the minority leader of the House of Representatives.

  101.    "(D) Two Members of the House of Representatives, appointed by the
  102.    Speaker and the minority leader of the House of Representatives.

  106.    "(E) Two Members of the Senate, appointed by the majority leader and
  107.    the minority leader of the Senate.

  111.    "(F) One individual from the Department of Justice, appointed by the
  112.    President.

  116.    "(G) Two individuals representing a State or local governmental
  117.    entity, such as a Governor, mayor, or State attorney general, to be
  118.    appointed jointly by the majority leader and the minority leader of
  119.    the Senate.

  123.    "(H) Two individuals representing a State or local governmental
  124.    entity, such as a Governor, mayor, or State attorney general, to be
  125.    appointed jointly by the Speaker and the minority leader of the House
  126.    of Representatives.

  130.    "(2) Comptroller general .-The Comptroller General shall serve in an
  131.    advisory capacity and shall oversee the methodology and approve of the
  132.    Commission study.
  133.    
  134.    
  135.    
  136.    "(3) Chairperson .-Upon their appointment the members of the
  137.    Commission shall select one of their number to act as chairperson.
  138.    
  139.    
  140.    
  141.    "(4) Appointment date .-Members of the Commission shall be appointed
  142.    no later than 90 days after the enactment of this Act.".

  146.    (b) Report .-Section 211(B)(p) of Public Law 101-515 (104 Stat. 2124)
  147.    is amended by striking "the expiration" and all that follows through
  148.    "this Act," and inserting "March 31, 1996,".

  152.    (c) Reimbursement .- [*H8851]
  153.

  155.    
  156.    (1) Section 211(B)(i) of Public Law 101-515 (104 Stat. 2124) is
  157.    amended by striking "non- reimbursable" and inserting "a
  158.    reimbursable".

  162.    (2) Section 211(b)(j) of Public Law 101-515 (104 Stat. 2124) is
  163.    amended by adding after "Commission" the following: ", on a
  164.    reimbursable basis, ".

  168.    SEC. 260002. CONFORMING AMENDMENT.

  171.    
  172.    Section 3404(a) of Public Law 101-647 (42 U.S.C. 3721 note) is
  173.    repealed.
